In 1941 the East Agassiz Soil and Water Conservation District (SWCD) was organized by farmer committees assisted by the Agricultural Extension Services of Norman, Clay and Polk counties. Losses due to wind erosion damage, had been a problem for many years in this area. A desire to take action on soil drifting and related problems prompted organization of the district under the Minnesota Soil Conservation Law. The name East Agassiz Soil and Water Conservation District was changed to Norman County Soil and Water Conservation District in 1987.
The district works with local landowners, Norman County Commissioners and other county, local, state and federal agencies; Minnesota Association of Soil & Water Conservation Districts (MASWCD), Natural Resource Conservation Service (NRCS), Board of Water & Soil Resources (BWSR), Farm Service Agency (FSA), Wild Rice Watershed District, Norman County Environmental Officer, Norman County Highway Department, Norman County Extension Service, Department of Ag, Department of Natural Resources (DNR), US Fish & Wildlife Service, Northwest Regional Development Commission (RDC), and the Red River Valley Service Conservation Area (RRVSCA), townships and cities and other entities to increase the awareness and appreciation of the county’s valuable natural resources. The SWCD is funded through state and county appropriations, grant programs and our annual tree sales and maintenance program.
